Programme resourcing plan
What it is
The Programme resourcing plan is the artifact that satisfies RUAIH focus area 1 — Governance — at the control level.
Who signs it
The chief financial officer, on the accountable executive’s request.
A document without a signature is a draft. An assessor is checking that someone with authority put their name to it.
What an assessor asks for
Named individuals with allocated time, not a roster of people doing this on top of existing roles.
What goes in it
- Named roles with allocated FTE, expressed as a fraction if that is the truth
- The registry maintenance burden, estimated honestly
- Validation capacity — who runs a silent trial, and how many can run concurrently
- Monitoring review time per tool per cadence tier
- Training development and delivery
- The backlog that exists today
The most common failure
Zero allocated FTE. Everyone on the committee has a day job and the registry is maintained by whoever last felt guilty about it. Estimate the hours before the first meeting rather than after the first backlog.
